Summary:
After reinstalling Windows, restoring from image/backup, replacing hardware, moving a VM, or otherwise rebuilding a machine, online activation can fail with an error stating the product key is already in use on another device (commonly known as 0xC004C020). This article explains why and shows how to resolve it quickly via phone activation (SLUI 4) or command line (slmgr).
Issue:
One or more of the following situations apply:
Windows was reinstalled clean (same machine or new hardware).
The system was restored from a backup or image (same or different hardware).
A virtual machine was cloned, moved, or the hypervisor changed (e.g., VMware ↔ Hyper‑V/Proxmox).
A major hardware change occurred (motherboard/storage/CPU).
Symptoms
You may see:
Settings → Activation shows Windows is not activated, with red error text.
Error 0xC004C020 or message: “The product key has already been used on another device.”
Repeated failure of online activation using the same key that worked previously.

Cause:
For MAK/retail keys, Microsoft’s activation service tracks activations against a hardware signature. After reinstall/restore or significant hardware changes, the service may treat the device as “new,” so the same key appears to be reused and online activation is blocked.
Resolution:
Use phone activation to re‑validate your license on the rebuilt machine. This is supported and typically the fastest option. If you are on Server Core or remote without GUI, use the command‑line method.
Method A — Activate by Phone (SLUI 4):
Press Windows + R to open the Run dialog.
Type SLUI 4 and press Enter.
Select your Country/Region and click Next.
Call the displayed toll‑free number. Provide the Installation ID shown on screen.
Enter the Confirmation ID you receive, then choose Activate Windows.
Reboot the server (recommended).
If SLUI 4 doesn't open, run locally on the console or use Method B.
Method B — Command‑line (Server Core / Remote / No GUI):
Run these from an elevated Command Prompt or Windows PowerShell (5.1):
Install your product key:
slmgr.vbs /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX(Optional) Try online activation:
slmgr.vbs /atoGet your Installation ID:
slmgr.vbs /dtiCall Microsoft, obtain the Confirmation ID, then apply it:
slmgr.vbs /atp AAAAAAAAAAA-AAAAAAAAAAA-AAAAAAAAAAA-AAAAAAAAAAAVerify activation status:
slmgr.vbs /dlvNotes & Best Practices:
Edition match: The key must match the installed edition (e.g., Server Standard vs. Datacenter).
MAK vs. KMS: For KMS environments, ensure the KMS client key is installed and the host is reachable. Error 0xC004C020 is most common with MAK/retail keys.
OEM keys may be tied to original hardware; after a board replacement, use phone activation or contact the OEM.
After successful activation, capture a new, sysprepped image for future rebuilds.
