This article outlines the steps for creating a subscription for Azure CSP Government. It also shares essential links, key information regarding the GCC program, and important Azure Security and Azure Gov invoicing considerations.
Overview
Ingram Micro supports Azure Government as a CSP Provider. Azure Government is specific to State, Local, and Federal agencies, with data centers separate from Commercial data centers. No data co-mingles; it is secure and protected by different compliance standards.
Note: GCC is not equal to Azure Government.

Create a Subscription
Process A: The customer does not have an existing Azure Government tenant.
Microsoft must approve the End Customer as a qualified entity to use Azure Government resources. Customers must fill out the Microsoft Government General Validation form to initiate approval.
Microsoft typically takes 2-3 days to review and resolve the validation request. This validation must occur before proceeding with the creation of an Azure Government tenant and subscription. If Microsoft does not approve the request, Ingram Micro cannot proceed with this process.
A relationship between this tenant and Ingram Micro must be established. The customer must create a Support Request via the Azure Government Portal.
Once the relationship has been established and confirmed, please complete the Azure Government Subscription Request Form. Your designated IaaS Sales Representative will create the opportunity and process the request.
Once processed, the Reseller POC receives an email confirmation providing the new Azure subscription from serviceorders@ingrammicro.com.
Process B: This is the customer's first time purchasing an Azure Government subscription through Ingram Micro.
Because the End Customer Government Tenant already exists, a relationship between this tenant and Ingram Micro must be established. The customer must create a Support Request via the Azure Government Portal.
Once the relationship has been established and confirmed:
For Net New Subscription, your designated IaaS Sales Representative will create the opportunity and process the request. Please complete the Azure Government Subscription Request Form. Once it has been processed, the Reseller POC receives an email confirmation providing the new Azure subscription from: servicesorders@ingrammicro.com
For Existing Subscription Transfers, fill out the "CSP Subscription Transfer Form" and complete customer information and sections 1 and 2 of the form. The "CSP Subscription Transfer Form" is attached at the bottom of this article.
Note: All signatures must be submitted to Microsoft within 10 days of submission. The form must then be emailed to the Ingram Cloud Sales Representative requesting completion of section 4 and signature. The Ingram Cloud Sales team will return the signed form to the reseller point of contact.
Email the CSP Subscription form to the current CSP for completion of section 3 and signature. Once the form is fully completed and signed, request that the current CSP initiate the transfer process with Microsoft.
Notify the Ingram Micro Cloud Sales team once Microsoft has completed the transfer process, along with the signed CSP transfer form and any relevant completion notifications. The Ingram Micro Cloud Sales team will then notify the Reseller point of contact once the transfer has been finalized from serviceorders@ingrammicro.com
Process C: The customer previously purchased an Azure Government subscription through Ingram Micro.
Once the relationship has been established and confirmed, please complete the Azure Government Subscription Request. Your designated IaaS Sales Representative will create the opportunity and process the request.
Once processed, the Reseller POC receives an email confirmation providing the new Azure Subscription from servicesorders@ingrammicro.com.
Important Considerations
GCC Program
The GCC Program is NOT the same as Azure Government. GCC is transacted within a commercial Microsoft Partner Center, while Azure Government is transacted within a Government Microsoft Partner Center. GCC tenants cannot be the same as Azure Government tenants.
Microsoft must approve the End Customer as a qualified entity to use Azure Government resources. Customers must complete the Microsoft Government General Validation form to initiate approval.
Microsoft typically takes 2-3 business days to review and resolve the validation request. This validation must occur before proceeding with the creation of an Azure Gov tenant and subscription. If Microsoft disapproves, Ingram Micro cannot proceed with this process.
Ingram Micro Cloud Support offers Tier 2 support for Partners with Azure Government subscriptions. Partners can contact support via phone, email, or chat.
Azure Security
Azure Commercial Cloud is authorized for FedRAMP Moderate Impact Level 2
Azure Government is authorized for FedRAMP High Impact Level 4 and 5
Azure Government Secret datacenters for DoD Impact Level 6
Azure Gov Invoicing
Azure Gov Reseller Invoices are provided via our traditional methods and can be easily accessed through the BillTrust platform. Each End Customer's Azure Gov Subscription will be reflected as one line item on the invoice, indicating the total cost of Azure Government services.
Azure invoices are 30 days in arrears.
Ingram cannot provide usage reports with associated costs for Azure Government subscriptions.
