Purchasing and Compliance
What happens if I order over the limit?
The checkout process will fail. The system will display an error message. You must reduce your order quantity to match the available capacity.
Can a customer have 300 Business Basic and 300 Business Premium seats?
While the system may allow and provision these separately today, Microsoft reserves the right to enforce a collective 300-user limit across the entire Business-plan family. We recommend moving these customers to Enterprise SKUs to ensure compliance and business continuity.
Does canceling a subscription free up license space?
No. You must wait for the subscription to be fully deprovisioned before the system releases that capacity back into the tenant pool.
Managing Growth Beyond 300 Seats
How do I handle a customer who needs more than 300 seats?
Purchase Enterprise SKUs (M365 E3 or E5) for the additional users. You do not need to migrate the existing 300 Business seats immediately. You can maintain a mix of Business and Enterprise licenses until the Business term expires.
Can I bypass the cap by using a different CSP partner?
No. Microsoft pools the license limit at the tenant level across all partners. Splitting purchases across multiple partners does not create additional capacity.
Add-ons and Special Offers
Microsoft 365 Copilot (Enterprise)
You may purchase several Copilot licenses up to the total count of eligible base licenses on the tenant. If you need more Copilot seats, you must add more base licenses first.
Defender and Purview Suites
These add-ons require an active M365 Business Premium subscription. The 300-seat cap is shared across the Defender Suite, Purview Suite, and the combined Defender+Purview offering.
Multigeo Capabilities
This SKU requires a minimum purchase. You must buy at least 5% of the customer's total eligible base licenses.
Troubleshooting Common Errors
Error Message | Root Cause | Resolution |
Exceeds remaining limit | Tenant reached the SKU cap across all partners. | Reduce quantity or upgrade to Enterprise SKUs. |
Trial purchase rejected | Tenant already used their lifetime trial. | Purchase the paid version of the SKU. |
Add-on rejected | Missing base licenses or count exceeds base licenses. | Verify base subscription status and align quantities. |
Multigeo order failed | Quantity is below the 5% minimum. | Increase quantity to at least 5% of base licenses. |
